The 356th Airlift Squadron, responsible for training C-5M Super Galaxy aircrew at Lackland AFB, faced serious challenges: limited aircraft availability, high operating costs, instructor bandwidth issues, and training delays. These constraints made it difficult to certify Loadmasters and Flight Engineers effectively.

The U.S. Army needed to initiate training for the crew of a new aircraft platform that wouldn’t be operational for another two years — with no physical asset available for hands-on learning. This created a critical gap in readiness for both pilots and non-rated crew members (NRCMs) responsible for operating and maintaining advanced aerial intelligence systems.
